Non-Discrimination – Your Rights under Title VI of the Civil Rights Act of 1964
The United States Department of Transportation (DOT) ensures full compliance with Title VI of the Civil Rights Act of 1964 by prohibiting discrimination against any person on the basis of race, color, or national origin in the provisions of benefits and services resulting from federally assisted programs and activities.
Any person, who believes the City of Rapid City, has violated his/her Title VI protections, should contact the Rapid Transit System at 605-394-6631 or Megan.Gould-Stabile@rcgov.org. The City’s Title VI policy, complaint procedures shall be made available upon request by contacting the Rapid Transit System as indicated above. For federal Title VI information, including filing complaints can also be accessed on the FTA web site at transit.dot.gov.

City of Rapid City | Federal Transit Administration (FTA) | 2024 DBE Goal
In accordance with requirements of the U.S. Department of Transportation as set forth in 49 CFR Part 26, as amended, the City of Rapid City hereby notifies the public that it is recommending the following Disadvantaged Business Enterprise (DBE) goal for the applicable professional services, construction and procurement contracts during Fiscal Year 2024-2026. The overall total DBE goal is available for inspection from 8:00am to 4:00pm (MDT) at the Rapid Transit Office, 333 Sixth Street, Rapid City, South Dakota 57701 for 30 calendar days following the date of publication of this notice. Reasonable Modification/Accommodation Policy
The Federal Department of Transportation (DOT) has recently revised the rules for the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973. The revised rules provide for public transit organizations to make reasonable modifications and accommodations to policies, practices, and procedures to avoid discrimination, and to ensure accessibility to individuals with disabilities.
Individuals with disabilities may request that Rapid Transit System make a reasonable accommodation in order for that individual to fully use transit services. Requests for modifications are considered on a case-by-case basis and can be denied for one or more of the following reasons:
Rapid Transit System will accommodate requests provided that:
- Fundamental nature of the service, program or activity is not altered, or
- It does not cause a direct threat to the health or safety of others, or
- It does not result in an undue financial and administrative burden, or
- The requestor would not be able to fully use the service provided by Rapid Transit System without the modification.
